tutorial always loose elections
- can't complete the tutorial even... doesn't seem to matter what I build (or not) or what edicts I issue (or not) popularity says at 33% maybe going up a few percent immediatly before the election.

what am I missing?

Have you tryed tax cut's a month before the election?
Failing that go to the alminac>Politic's>click on factions.
Look for the most numerous faction and kiss there asses.
yeah tried that, no result, kinda feels like whatever I do doesn't really effect things?
It has been a very long time ago but i did win the election(barely)

The first time I tried that happened to me, too. The second time it didn't. I think the difference was the constitution. The rich folks liked me but the poor folks... not so much. As long as only the rich folks were allowed to vote, it went well.
Hey! Had the same problem, it ies quite easy to solve. Just do what people want you to do. Like, if there are many homeless, build houses. If there is no work, create it. If everyone has a place to live in and a job, create a clinic and a pub. If your island counts more poor people, pass laws than are good for them (cut taxes, universal vote, church state). Creating a church might work as well. If you do all this and still manage to loose the elections, then I can't help you :/
I don't think this game is for me... Regardless of what I do, I get a maximum of a few percent extra, for me it just feels like anything I do has little or no effect....
there is two important thing happiness (approval rate)

Or just skip it. That's the last thing in the tutorial and honestly, the first mission of the campaign taught me more interesting things than the tutorial.
You need to go to your almanac, press on hapiness and see what factor is low... low numbers on housing? build more house. Low numbers on religion? build more missions/churches, etc... the numbers will go up in no times. My real issue is later on, I have too many immigrants and not enough resources to easily make them happy... I have to change my constitution, the first chance I get, to reduce immigration. :)
First off, it's lose, not loose. Sorry. Pet peeve of mine

Second, difficulty level makes a difference. Assuming you're playing on the standard "medium" setting, you need to do two things, check the factions and check the people's happiness levels

Factions are key. If memory serves, you're in the World Wars era, so you have 4 factions, Militarists, Religious(one set) Communists and Capitalists(second set).

You almost always have a much higher percentage of communists, so make a point to make them happy (using the right edicts, doing their faction requests, etc.)

Religious always seems to hate regardless (in my games anyway), and it's much easier to keep militarists happy by building a decent sized army (barracks, guard towers, fortresses, etc)

Having the large factions in the green on support, you should now focus on the people's happiness. The two easiest and quickest returns on happy level is liberty and food.

Build one to two newspapers in the most concentrated population areas and you're liberty should be 90 or higher. Build at least one of each food type (corn, pineapple, banana, cow farm (meat/milk) AND enough groceries to cover your entire population (150 pop for each grocery fully staffed). This should keep your food happiness 90 or higher.

One well placed, fully staffed, fulled upgraded (radio/fire) police station should keep your crime happiness at 85 or higher.

You can easily maintain high Health and Religious happiness by building just enough clinics and churches to cover your population size (clinics can be upgraded to service more people).

I was playing on easy, but I've since given up partly due to time constraints but mainly due to the fact that I didn't really feel like your actions really had much effect, just building up a city for no reason really.....
