i saw you can do hang gliding but confused about map
it said the higher the building the better, is it possible to get on the high mountains?

No. I noticed that misleading information in the description too. It's also the same for the research observatory.

Some maps do have a higher area you can build on which will give the bonuses to hang-gliding and observitories. Many of the maps do not, and just have unbuildable jungles up the mountains.

On such maps, you're looking for upland plateaus more than mountains.

Why would it be misleading? The buildings are more effective when built on higher ground. You still need the flat place to build them, as most maps have elevated plateaus.

you generally do hang glider on mountains but there is no way to get up onto the mountains

Which map are you referring to? You can usually access elevated plateaus just fine.

alot of the maps have mountains, you should be able to build hang gliders on them

Cap. I think he means he wants to be able to build hang-gliders and observatories on the normally un-buildable-upon mountain peaks for realism, not that the game's bugged or anything.

Sorry, there no plans to make mountain tops suitable terrain for building placement. Part of the challenge in Tropico 5 is to work with and around the map's terrain features.

Realism? In Tropico? I think Hang Gliders should be the least of your concern about realism in this game ... ;-)
