Please try to download and install the following links:
- Net Framework 4.5.1
- Visual C++ Redistributable 2010 (ATTENTION: only for 64Bit Operating Systems)
- DirectX Webinstaller
- If the proposed solutions above do not work, please try to fix this error on the Microsoft-supplied NetFramework repair tool, which can be found here:

Additionally, when using a laptop with an integrated graphic chip, it might be the case that by default this chip will be used, instead of the dedicated graphic cards, which may impact the performance of a game. You can easily change this by doing the following:
- Update the graphic card driver from the link below.

- Then change the settings as described below:
1. Open your Nvidia Control Panel (right-click on desktop, select Nvidia Control Panel)
2. Select "Manage 3D settings"
3. Select "Global Settings". You will find the option "Preferred graphics processor". Please select "High-performance NVIDIA processor" and save the settings.
4. You will have to reboot your system for the changes to take effect.

So you did everything I have suggestion not even an hour ago already and the problem still exists?
Have you checked and updated all your drivers, graphic card drivers, sound card drivers, windows updates?
Also try running the game in compatibility mode and as administrator.
To do so, please do the following:
C:\Program Files (x86)\Steam\steamapps\common\Tropico 5)

Already run with Windows 7 compatibility and run as administrator
It didn't work as well
Please be aware that I am not around 24/7, and the community hub is not a service chat.
I am always busy getting back to each and every player as soon as possible, if possible.

in order to get this sorted properly. Also you can send all kind of information, including DxDiag, reproduction steps, crash reports and a list of all the things you have done so far to get it fixed.

Try rolling back you Nvidia drivers
I rolled it back to 368.XX and it works
This game isn't compatible to NVIDIA 372.XX Driver
