Complete collection but already have base game ? [solved]

Hello, if we already own the base game and buy complete edition, does the special edition replace the non special edition please ?

edit : i confirm what said Cartoon Head (thanks again), if you buy complete collection but have already the base game, you'll get "isla de vapor" dlc (the one with the special edition)

(However, "the guide through tropico island" doesn't appear as a dlc, so i'm not sure about this one.)

I already had the base game and just bought the complete collection. All that happened was a lot of warnings on steam that I already own Tropico 5 and will NOT get another copy of the game, but the DLC was all added to my account.

sorry to resurrect a thread this old but I didn't get the special steam DLC.
was it removed from store or something?
there's only 13 dlc listed, and in the complete edition itself I don't see any mention of these.

steam is prompting me to buy the base game again, yet doesn't allow me to purchase it for myself

Unfortunately the old package url exists no more, so isla de vapor dlc has probably been removed from the new complete edition, yes. If it's a big problem, you probably can ask support for a refund.
