Maybe you don't have enough manpower to fill all your plantations, if you only have 50 populations.
Also if you have supermarket then you can always import food so you make sure to have enough to feed your population.
This may be caused by many differents reasons, so unless you give more details about your situation, I can only speculate like this over and over.
and nobody like to work on the restaurant
Over building can be dangerous for that, make sure to build new job position when you are certain that you will have the man power to fill it, otherwise you can end up with that kind of problems.
Aslo grocery/supermarket only store food you actually produce or if you import some, if you don't produce any food or enough food to have surplus, then your grocery still empty.
The game only really supports small towns.
