So a possible way to safe yourself is setting the carrier to max budget and fire at will. However note that fire at will might completely destroy important buildings with its shots.
If you have the DLCs you can also use the Nuclear Submarine from Waterborne big red button - however the tooltip already warns you about a worse effect than Fire at Will's.
Last but not least there is the Giant Laser, which you could use to destroy enemy squads while they are attacking the building. Also use a tactican in the HQ, especially if its further away from other military buildings.
Basically a person with 1 approval can tecnically be loyal, but they wouldnt be for long as their happiness is going to be ticking down slowly. Even ignoring making sure you can meet their needs by making better housing/entertainment/food near their work, you could always raise their wages, get a better manager in the building, or just bribe them, and it'll keep them loyal for longer, or sway some that wernt
