I totally failed to see that building in the list. Weird.
And, I wonder if I have to research that first. It would take forever if so. I am still fairly early on the Tech chain. The MAD scenario gives me missions that I can't even complete for many turns ahead. As it requires high tech. Which I do not have.

I think this game is broken. Not balanced right.
I checked it out. You were right. But! It demands that I learn a very high end Tech, before building. I estimated the Tech points to take me ...30 years! To research. At my current rate of points. If I build more research giving buildings and research managers, then I might be able to reduce those years to 20. Maybe.
Even still; this is all very impossible. Because every quest only delays the Project my mere months.... and those delay quests get thinner and thinner as time goes on. There is no possible way that I can win this game.
Not unless I restart the ENTIRE game over again. With pre-knowledge of what to expect this mission. Where I would have to build a scientific infrastructure right off that bat and make it a primary goal throughout the forward moving missions too! Then; maybe; I might be lucky enough to research this high end Atomic item.
Yes, that is the thing. There was no 'hint' about it. Which feels very unfair.
Like; in the first several missions. They have you tightly prioritising the mission at hand. There is not a lot of time, nor resources available per mission to "sandbox around" for a while; and expand on other areas of island building (or Tech advancement) beyond the pressure of mission work.
I noticed that there were actually NO MISSIONS up until my current point; which asked me to advance my tech up into a higher echelon. In preparation for this MAD mission, now. Nothing.
Then all the sudden I am hit with a MAD mission where I require a rough 20 year window to get up to a specific research item that I need to win the mission. Twenty years... where I am under pressure within 24 months; and lessening; to delay WW3 until I can grab that high tech. It is insane. In fact; I would say this is impossible. I already know this is impossible. I don't even care to try any further. My entire game up to this point is dead. The developers did not think this through very well. Where missions also need to make sense, where mission maps keep building upon itself mission by mission.
It is a failure of a system.
Tropico 3 worked; because every mission started with a brand new map island.
