So I have elections set for Totalitarian state because keeping tropicans happy in 5 seems harder than in any other version.

And when I choose to do any election fraud I still lose. My approval rating is generally around 47% when elections hit but still shouldn't fraud cause me to win?

Yep. And I think that the totalitarian state increases electoral fraud.
