How to attract illiterate workers?
I always have shortage of workers in parking lots, teamsters and construction offices, wharves, and docks.

College educated people will work on the lowest jobs if you raise the pay and if they live close enough if you are lacking illiterate workers

My pays are maxed out, but no one is willing to work them.

Do you actually have unemployed people though?

Chances are you simply dont have enough population and everyone took the highest paying jobs

You need to birth more babies or pay to import more people if your population numbers are too low

The reason why I was unable to have illiterate workers in my town is because of the dumb population limit option. I was not aware that the default population value was set to 2000. I did not know such thing existed in the game. My people were leaving the island whenever their population numbers surpassed 2010, and due to all education on the island, most people were doing higher paid jobs that require high school and college grades. I was drowning in debt, with 100.000$ in deficite. As soon as I turned on the population limit to 10.000, more people started arriving on my island and more kids were born. Few years later, with fast forward button enabled, I have around 2400 people on my island with over 1.000.000$ revenue. That population limit setting took away many hours of my time invested in this game. Damn.

most computers that are 10 yrs old can handle 4-5k pop without issues. though normally once you get to this size the game is either almost over or youre continuing to play the map just to get specific achievements.

if it starts getting chunky drop some lumber yards around and start cutting all the trees.


so with that said :D
managers can raise the job quality to help draw them in faster when max budget isnt enough.

It was the issue with the population limit. My management was good.
