The other risk is that you build up your economy so quickly (with factories) that your high school educated all take the better jobs (in factories) because they often have higher job quality ratings than your military
So, if your island economy is not designed well you will simply not have enough left over high school workers willing to fill your soldier slots
I personally never use conscription after the colonial period, but unless you know the game well, you will struggle to fill soldier slots. With a professional army, you have to understand the entire economic and education structure to make sure you have enough educated people and that they not all gravitate to fill other parts of your work force first
Conscription is the safe option for people who don't know the game well. Professional army is the best military but takes a skilled player to micro manage and actualy have enough soldiers to fill the slots.
The third option, with militia is supposed to be a balanced safety net between the two where most of your army is professional and then you conscript civilians in emergencies, but I've yet to see it function correctly, seems like a broken waste of time.
Because my 6professional army squad could only kill 1 enemy unit out of 8 enemy infantry squad and my 1 tank couldnt even kill 3soldiers[remaining of one unit]despite shooting them 4times in the chest with a tank round
