Espionage Campaign Bug?
So, playing through the espionage campaign, I'm at the point where I have to reduce the number of suspects - however, I have a red star mission that I just can't... activate.

I'm down at 55 suspects remaining, but I cannot activate this mission. I have no other missions active. It seems like a bug or something.

The red star mission IS to search the suspects. You have to build more security checkpoints around the island, that will reduce your suspects. Once it hits zero the red star will go away and the mission will be complete.
