Got the game on GOG, but stuck in tutorial

Mission 2 of tutorial, stuck where I need to build roads to my lumber mill, but I did.

Your road hits the road-connection of the mill? It doesn't count when your road just touches the mill somewhere.

It does, and apparently I found the problem, the game doesn't count anything not built by the default construction office, so if you build a mill out of range and a second office to put it in rage, it doesn't count.
