Docks are good in that they can generate trade income. More docks mean more profits if you can take profitable contracts.
Docks take workers and take up space so there is a practical limit. In the Sceanrio playthrough that I'm currently running I have 12 docks on Cayo Fortuna in 1995. That gives me 24 trade routes with all the improvements possible. I've left the two northern beach areas clear of docks so as to concentrate on Tourism.
