Full Trawler Just Sits

I bought a trawler, dropped it on some fish, and the boat did as it should. It fished for a while, moved on to the next location, and started fishing there. Then it got full. Now it's just sitting there.

I bought a second trawler, dropped it on the same fish as the first one, and it worked fine as well. It's moved on to a third fishing spot.

I bought these when I got the mission to export fish. I set both trawlers so local consumption was not allowed but not one fish has been exported. I thought these boats were supposed to take their catch to a dock and drop them off? The island is huge so the boats aren't close to any docks - is there a max range for them?

Perhaps a Teamster thing? Nobody to remove the fish from the boats maybe? I just started playing the game and some of the subtle stuff eludes me...
