Yes and No.
If you want to play with DLCs, the participants need those as well.
If they do not, you can still play with them, but all DLCs that are not owned by one or more players will simply be disabled during the game.

Thank you, now I just wish there was a way to claim territory/border.
i think allowing participants to use the DLC they have even if others don't have it could add to the depth of play, and promote others to buy that DLC if they decide to.
like being able to use wind generators even though the other player doesn't have the DLC for them.
