Which Hero do you need to save for last, to be able to conquer every territory?
Heard somewhere that this matters, otherwise you can't conquer it all

Rocbouquet Wagnas Bokhohn If you want territory, you must defeat these three.

The best bet is to keep Kzinssie(second ).

Which is stronger or weaker depends on the situation. The strength of the boss changes depending on the actions you take. It's also important to know if you can use magic that is effective against the boss. I think Rocbouquet is the easiest to fight. It's better not to go with an all-female team.

If you're trying to do every dungeon and annex every region, then you should save either Dantarg, Subier, or Kzinssie for last. I prefer the first two.

Dantarg: To save him for last, you have to lose your first fight with him in the Eastern Subterrane. He will move to the Child & Mu Calf Cave after that, and you can leave him there until the end of the game. You can still do the quest to save the missing child after the final dungeon is unlocked.

Subier: To save him for last, you need to finish the Sunken Ship on the same generation that the quest becomes available. If you have a time skip (not abdication) without completing it, then when you do finish it, you will be forced to fight Subier immediately afterwards.

Those two options are too late for me sadly. What about Kzinssie, how do I ensure he's last? Or Noel like the other guy mentioned

You play the game like normal then just don't fight him when he shows up. Kzinssie comes back for round 2 when you beat 5 heroes (including him) and start playing as the Final Emperor/Empress.
He sends you a letter of challenge to fight him at the Sealed Cave. Can't miss it, it happens right when you start playing as the Final Emperor.
This also knocks the hero counter back down to 4, so you'll have to beat 2 of the remaining Heroes as the Final Emperor to unlock the final dungeon.

As for Noel, you can talk him into accepting peace as long as Rocbouquet is still alive. If she isn't, you'll have to fight Noel in his 2nd form to annex the region and unlock the Desert Guard.

Noel is not needed for territory?

You can make peace with Noel and annex Melu provided you haven't defeated Rocbouquet yet. Making peace with Noel guarantees that he'll be the last hero you have to defeat, unless you go back to fight him after defeating his sister.
