Mu tribe Will not Migrate

I am trying to get the Mu tribe to migrate so I can unlock Gelid ruins but despite checking back every time skip for 3 time skips they have not stubbornly remained in their northern position.

Now I am at the final emperor does that mean I am SOL for this run?

Edit: Solved, apparently physically walking through Navelle strait causes them to spawn in Mu habitat.

Did you do the quest to clear South Subterra for them? I got immediately got a followup quest to see them off through the Nazelle straits after completing that. This will cause them to move to their new location and let you annex Nazelle (potential time skip here).

I did that quest, right now it just says Mu habitat, has the question mark pop up and is completely empty.

there is a quest in the south that is related to mu migrate. until u clear that quest, mu people wont (or cant) move

The saigo migration quest was completed. I missed grabbing gelid ruins when they were there and they never went back.

Apparently, if you have the quest done. If you walk back through Nazelle straight they automatically spawn in Mu habitat. Or at the very least that worked for me.
