It is influenced by the weapon/magic category.
You can use every skill from the category you want to train in battle and it gets full TP.
Good places for farming TP are final boss dungeon and post-game dungeon or Mt. Chikapa. or Nival Ruins.
Maximum Enemy level is bound to difficulty and therefore the TP too. In your first playthrough you can only choose casual/normal/hard which caps the enemy level at 16.
With your second playthrough you get a new difficulty and therefore higher enemy levels and therefore more TP.
In the postgame dungeon they drop Avalonian Ore like candies. Use Cutpurse and Scavenger abilities as well as Bejeweled Ring for optimal results.
However, it is worth farming a bit money, materials and cool endgame weapons. So you can start NG+ with cool weapons, cool weapon skills and nice armours.
1 Solar and 1 Lunar are in the final dungeon as chest rewards. Another pair can be found in the postgame as sparkles on the floor.
They are used for Day Blade and Moon Blade as well as for their upgraded form. Meaning you can only get one Day Blade+ and one Moon Blade+ per playthrough.
Avalonian Ores are dropped from Ancient Termites in the postgame dungeon. You can farm them infinitely.
Maybe I picked the solar stone from the ground. If you have time could you check the sparkles on the ground in the final dungeon again? It is also a good chance to get technique points.
Regarding Avalonian Ore, you can also get a few from the exams at Imperial University and one at the end of the NIval Ruins. It is a sparkle on the ground right before the dragon boss. HOwever, I assume you have them already.
