How to pick a fight with Rocbouquet?
Okay, so I met up with the Amazons, then went to the town where Rocbouquet is, realized she's got the entire male population going AWOOGA, and realized that since my Empress is a woman, this is likely to my advantage.

I raid her dungeon, kill the plant "threatening" her, and turn down her obvious trap request.

Nothing happens, no fight, nothing.

Is there a way to trigger the fight with her or do I actually have to play along with her obvious evil scheme?

Male Emperor: Say no to her request for help in Eirunep Tower. This will trigger a battle that can let you defeat her, but losing this battle gets your emperor charmed instead of forcing you to choose a new emperor... Or, you can do the same stuff you do with Female Emperor.

Female Emperor: Clear Eirunep Shrine, which should open up the Sunken Tower. Clear the Sunken Tower and Rocbouquet should be at the end of it if you either agreed to help her, or if you talked to her after clearing Eirunep Shrine (if you didn't talk to Rocbouquet after clearing Eirunep Shrine, nor agreed to help Rocbouquet, then you'll only find a Water Dragon at the end of the Sunken Tower).

You'll want to clear the Sunken Tower regardless to get the loot there, so there is no point in not helping Rocbouquet.

... That said, if you meet the Water Dragon at the end of Sunken Tower before helping Rocbouquet (or talking to her after clearing Eirunep Shrine), you'll be able to talk to the Water Dragon and get a bit more lore on the Seven Heroes. Which isn't possible once Rocbouquet arrives at the Sunken Tower.

The Water Dragon essentially shares a bit of lore about how it has to protect that tower, then about how the heroes were transported to a different world by a device that the other Ancients created, and about the Calamity that fell upon the world that destroyed most civilizations and completely changed the environment thousands of years ago.

This was more relevant in the original game where you only had bits of pieces of the Seven Heroes' lore, but in the Remake this is all explained in the Memories of the Seven Heroes you get as you play.

I finally gather all memo, i'll see what it will do with the mechanic in the "hidden-room" before the "hidden-boss"
