How to get to witch’s sanctum near end game (maybe spoiler?)

I am missing memory 8. I never started the mermaid quest and don’t have the Witch’s Sanctum on my map. Is there any way to get there as the Final Emperor?

I believe you can unlock the Witch's sanctum by talking to a woman in the Southern part of Atlantica
