You only need a single Mermaid Potion, and you get it from the Mermaid Quest. You can use this potion infinite times.
The Corsairs' Quest has nothing to do with the Mermaid Potion... What happens instead is that...
6 Hiraga Generations (Hiraga is an inventor in Somon. His generation advances once every 32 years) after you clear the Corsairs' Quest, you'll get Garon's Rebellion.
5 Hiraga Generations after you clear Garon's Rebellion, you'll get the Sunken Ship quest.
Sunken Ship locks you out of the Mermaid Quest (if you haven't done it yet, of course), and it also requires the Mermaid Potion... But you can use the same potion you got in the Mermaid Quest to clear the Sunken Ship.
If you don't clear the Mermaid Quest before Sunken Ship starts, you can still get a Mermaid Potion in 2 other ways. One of them being simply doing all the normal steps of the Mermaid Quest, but without actually being in the Mermaid Quest... And the other is a spoiler, so...
If you cleared the Leon Bridge event by talking to the Narwhal instead of killing it, a Mermaid Potion will be delivered to you in Avalon once Sunken Ship starts.
