How do I Get the Strategist to Help Me in the Nomad Quest?
I have built the university and started the Nomad quest. Picked the option where I tell them that there's a skilled strategist in the empire. Isn't that the one in the University? Or am I confusing him with someone else? Or do I need a Strategist in my party?

Go talk to the Strategist in the University and the Event will move forward.

But this isn't the case. The event is not moving forward. He just keeps telling me to talk to him if I need him.

Weird... I don't remember anything else needing to happen.

You just talked to the Nomads, the Landship starts moving, then you can talk to the Strategist and he should ask you to meet him in Hofah.

... Try going to Miles. See if the city is still the same or if there is something happening there. If the city is still the same as always, then the Landship hasn't started moving just yet and the event didn't start properly.

Yeah, I had to accept the job application in Miles to move forward with the quest. No other way, it seems. Maybe the game is bugging out or something.
There are 2 ways to complete this mission.

1. you need to talk to the village guy 1 time, then visiting the ship going home, and then going to the univesity talking to the strategist. Now you can prepare the attack.

2. If you go the the village chef, then going to the ship fortress, and then going back. You also have the option to talk to some villagers and such. And then getting a job inside the fortress.

THe first way is easier but both are no issue but if you go first, you have some advantages, i would go the first one. So you get the strategit class.

Can you please clarify what you mean by "visiting the ship?" After I get kidnapped by the job opportunity, which is the only way I know of to get into the ship, it doesn't give me the option to fast travel, so I can't visit the university.
Okay, so here's a list of what I tried so far:
1. Talked to nomads, told them that there's Strategist into the empire.
2. Talked to nomads in the village and people in Miles.
3. Talked to Strategist in University. Nothing happens.

I also tried talking to the nomads and agreeing to go with them to assault the ship. Still nothing happens when I talk to the Strategist. I also tried getting kidnapped and running away before they got me into the ship and then talking to the Strategist. Did not work. I also tried avoiding not talking to the nomads in the village and the people in Miles. Also doesn't work.

What am I missing?

On my first playthrough, I unlocked the Strategist without seeking his help in this quest. I only needed to unlock the university. I think I will unlock him regardless of what I do in this quest. Still, I just want to see how the event plays out when I get his help.

I just reloaded an old save to test this. Yes, you're right! I had to save Cumberland first. Now I can get his help. I did not find any mention of this on any guide or discussion on the internet which is weird.

Probably because nobody had tested it out. Cumberland is something you naturally end up doing way before you try doing Steppes, so it's not an issue that comes up in most playthroughs... I wasn't aware it was required either. I just tried to think of any possible thing that could be a trigger that might be missing, and guessed it might have been Cumberland, since the Strategist meets up with you in Hofah.
