Google Translate:
"Even if you run away, it won't count towards your battle victories, so it's okay to run away as much as you like. However, if you choose to retreat, your BP will decrease, and you won't grow even if you retreat repeatedly, so you'll have a hard time in boss battles. In this game, the strength of enemies is determined based on "how many events you've completed," with a small amount of battle victories taken into account. Therefore, I think it's less likely to get "stuck" than in the original version. You can also do things like leveling."
Timed quests: Unlike Minstrel Song, fighting too many battles didn't lock off events in the original RS2. Events can be failed (or altered but still completeable) if you skip generations in the middle of them.
In general, though, the remake seems like it's being made much more user-friendly with the goal of a broader audience so even those might be changed somehow--it already looks like they're making it a lot harder to lock yourself out of equipment upgrades.
