If you don't, you can get them by doing the pirate merchants quest chain that starts in Mobelm and refusing to accede to their monetary demands in Nuono. If you piss them off and start a fight, you can strongarm them into submission. This gets you the Marchants alot earlier than you would otherwise, much later in the game.
But its also possible to get to Comroon by walking to the northern town in Salamat and take the ship there.
The best option tbh is to unlock both messina mines and cape chalier by talking to the captain and eavesdropping on their headquarter.
Then clear it by doing cape chalier.
That will remove all monsters from the mines, and you can go there afterwards and pick up the loot.
Strictly fealty.
That's one of your options, yes.
