Motion Blur settings for main game. Fixed it in the demo
So with the demo I fixed the motion blur by

Thanks to Cloud3ffect:
Go to the path below (UserName will be your username):

Users\UserName\AppData\Local\Game\Saved\Config\WindowsNoEditor

Add the following lines to the bottom of the Engine.ini file.

[SystemSettings]
r.MotionBlurQuality=0
r.MotionBlurMax=0

And another person said it stopped working had to do this

C:\Program Files (x86)\Steam\steamapps\common\Romancing SaGa 2 RotS Demo\Game\GlobalConfig\Saved\Config\WindowsNoEditor

I am curious how we would do this in the main game. Find the same location for it and copy past Engine.ini command lines?

Copied the lines in the main game's engine.ini file and it worked like a charm.

Omg It worked. I've never liked motion blur, but it was PARTICULARLY painful and headache-inducing in this game. The fact it's not an accessible setting is ridiculous but I'm happy that it's as easy as this. It shouldn't be legal to ship a game without motion blur options. Almost everyone dislikes it.

Bless you for the INI settings. I know this is a relatively budget title (as with any SaGa) but man it's lousy that this isn't a basic option. The lack of grafix options in general is really my only complaint after the first hour of playing.
