Changing right before a time skip regardless means more skill levels and formations.
that is what i did, i changed emperor before talk to the npc for the time skip event, but didnt noticed anything on skill level, just got a new formation
For example if you previously played a mage and are moving onto a Brawler, the new emperor will have high martial arts and magic skills.
Final emperor is only a mandatory choice when you defeat 5 heroes or if you somehow went through all possible emperors once.
Time skips just happen based on the quests you do and the amount of battles but are generally a good thing if you focus on doing quests one at a time rather than leaving them unfinished because your party will generally power up.
If you want to play optimally and get all the formations you are required to kill off every other Emperor (classically, you often used Ludon Highlands for this, hence the achievement reference in which requires you to kill off an emperor at Ludon Highlands). Not that its necessary to do this to beat the game, just for compltionist purposes.
