Achievements Bugged?

Can people confirm if they've noticed that they aren't getting the achievements they should?
I only know from personal experience that I'm missing several that I should have.

As far as I see I've been getting all the achievements that I should be getting.

I wondered that, I upgraded the University, Smithy, Lab, Tree, and Imperial Guard building to max but didn't get the achievement for upgrading everything to max. I also passed all of the university tests and got through the postgame with 13 territories conquered and got a Fatestone from what seemed to be the final doctorate exam but that didn't give the "pass all tests" achievement.

So those are either bugged or there are some other buildings and exams that needed to be unlocked from something I didn't do.

Upgrading everything to max requires dark magic.

As for the exams, maybe you didn't unlock all the regional exams or did all the final emperor related quests yet?

All right, I figured there might be something that was missed because you can't get everything in one run. For the university tests I did them all and have been through the post game and beaten everything available so maybe that's also locked behind some dark magic quiz.

That's likely it, in my playthrough I went for dark magic and saw an exam specifically about dark magic.
And I have the achievement sooo...

How do you unlock dark magic and also get all 13 regions on the same play through? I am trying to get the pass all exam achievement. Acquiring a territory will give you an exam. I have unlocked and passed dark magic and its exams. I cannot get the Comroon island territory because Salamander die out, which won't give me the Comroon island exam. I have got the achievement to acquire all the 13 territories form a previous play through. Do I really have to go through all these exams over and over again on every play through just to find out how to pass all exams? Sign, these exams totally kill the fun of this game...

Annex Comroon doing the first part of Comroon's event. Like, by throwing the Ice Seed in the volcano, then talking to the Mayor in Tsukijima to annex the region.

Then you can let the volcano go boom in the 2nd part to do the Dark Magic exam.
