I am stuck on that quest. When I go see the inventor I see his machine but he keep saying "hmm, hmmm" and I can't use the machine. When I go to the mountain I don't see the sky people the quest is referring to, what I am missing?

The 'sky' people require their own sidequest involving the minstrel.

I think for the wind machine you used to need a 'strong emperor' but he demo'd the machine to when I played vagabond so I'm not very sure if that's still a thing.

The item info does indeed still say you need a strong character.
Its entirely possible they shuffled which classes that counts as strong.

As for the sky people, apparently you have to do the bard quest first, but you definetly need to have annexed Savannah first.

Apparently if you ask the bartender in Yuyan for a drink he will start the quest. If you have met the requirements.

I now reached this part of the quest- it seems you get the option to use the windmaker when you enter castle chonto, assuming you already have it.
