Even if you go on defend and authorise again the exe while playing and restore it, you still can't save.
Weird bug for a not as hyped game as that. BUT the only other "official" Steam game that caused me trouble with Defend was DQ3Hd-2D, an other recent game. So, its maybe a new Steam DRM issue.
It's not me, it's not my PC, i'm pretty sure about this.
... Although I don't know why that would happen, Square-Enix releases have been using Denuvo for awhile now so Windows Defender shouldn't be throwing false positives about it?
Still sounds more like a problem with something external to RS2 in any case. Wouldn't be surprised if Microsoft pushed something that broke Windows Defender.
As far as steam cloud issues with saves go, I've ran into instances where a game like Trails in the Sky 2 would save or load no problem, but by putting a Steam Deck to sleep and waking back up, it would completely lock out the actual writing of local save data. Disabling the cloud syncing fixed it.
