I'll try Toba first then. Hopefully I can develop more gears and skills on. Ive gotten plenty of skill books but idk how to use them. Internet said I have to develop more and build new building?
Level is a simple stat multiplier to the enemies. It grows as you battle more.
Rank is the type of enemy you're facing and what the base strength of the enemy is. Each area has its own unique enemies and their base strength is based entirely on what enemy it is.
High Rank enemies are naturally stronger. And certain areas only have high rank enemies.
So... To put it simply, you're going to a late-game area at the early-mid game. Best thing you can do is simply leave it for later, and instead focus on the early-mid areas, like Canal Fortress.
As for the spell books... You need to develop the Arcane Institute, then upgrade it to level 2. Just level your Emperor's magic to be able to create it, and the condition to bring it to level 2 will appear in the development menu.
As for getting better spells... Light Magic can Glimmer Sunray fairly early on. Fire Magic can Glimmer Flame Whip early on too.
Once you get the Imperial University, you can also get the Heatwave (fire/wind) spell, which is a good AoE damage spell.
Earth Magic can also get Stone Shower by midgame. It won't come as fast as Sunray or Flame Whip, but you should be able to get it before you get Heatwave.
Just keep using spells and you will eventually start glimmering them.
Flame Whip is a starting spell IIRC though (not 100% sure though). I don't think it's glimmerable. You just need to teach it to your characters via the Arcane Institute.
Freelance Mage or Court Mage?
Ive been using Freelance and give her... a Lance when I want to save BP, since I don't have other lance user. I also don't have a class that uses Axe.
All of those units have different combinations of magic skills. Male Court Mages are naturally good at Water and Wind, while female Court Mages are naturally good at Wind and Fire (you can see what schools of magic they've got developed on their stat attributes page). You'll want to look at what spells are available to you and try to pick from that - in this case, Male Court Mages will have better access to healing skills (Water) and Females better access damage (Fire). But you'll want to rotate periodically to build them all up, since Magic will get much better as the game goes on.
That lance is also basically wasted on your Freelance Mage. They don't have the stats to use it well (it's based off of strength), you're building up a skill that does them no good, they won't spark techs from it... there are some exceptions, but generally mages want to stick to magic. You'll be recruiting more characters as the game goes on and you'll see some that are very good at spears, axes, etc. (Light Infantry get a pretty good skill spread and will usually do pretty well with whatever weapon you give them. They're not the best at anything, but if you want to start developing a weapon they've got you covered for the early game).
Magic take more time to develop I think its after passing lvl 20 affinity than you really start unlocking good stuff...
You have 5 slot for your team , you can do many combinaison and even use your emperor to compensate some lack of affinity depending the other team member....
An archer and at little later a earth mage can help you clean the field quick with their massive attack so it always good to have one of each. too.....
For the rest, you must get good and use your skill wisely,, kill the annoying one first, place the good alteration at the right ennemi, blast them all with the right skill or coop attack to gain advantage....
You have to train for that one way or another....
So far it's pretty easy, nothing comparable to south western regions' monsters. but now I level up really slowly (Lv25+ main proficiency)
I've fought so many battles (total 250+), and no time skip occurred yet for some reason and enemy level is still level 6
What do you do with the mage when you want to save BP? just defend?
yea my main start is to focus on 1 enemy, kill or disable it ASAP.

can't I just... trigger a generation skip, and then do quests until I have 14 EP, and then do Mermaid Quest to get +15 EP (total 29 EP overload worth of quests for 1 generation skip). or maybe do ALL the white quests before mermaid?
Is there a limit to the number of generation skip? like, can I trigger 15 generation skips, or is it fixed that after 4-5 times, I'd play as final emperor and can't skip anymore?
What's the downside in triggering generation skips anyway? some quests will be gone?
