"Failed to initialise 3D engine"
Loaded up the game. Changed it into windowed mode then back to full screen and it crashed with this error;
Failed to initialse 3D Engine:.\src\app_game.cpp 211
Any ideas on how to fix this?

I had a similar problem, I was able to solve it by editing the config files to force the game to launch in windowed mode and then re tweaking the settings to my liking

How do you do that? :(

No, seriously, it would be really nice to play this game I bought.

This is the default path to locate the config files C:\Users\User\Documents\My Games\democracy3
, Just open the file called Prefs in notepad and edit the line windowed = 0 into windowed = 1. as always it is smart to make a backup of any files you plan to edit incase you make a mistake

Well, it opened in a window but it's still the same problem. Thanks for trying. :(

I have an Nvidia GTX 580 and had this issue, the above fixes didn't resolve the issue but updating my video card drivers (only a month old) and rebooting/reinstalling the game resolved this for me.

you should change "windowed=0 to windowed=1" in pref.ini

it works, least for me

Changing my Pref.ini file does nothing. I get the same error.

I got mine to work in fullscreen by manually setting it to my native resolution in Prefs.ini, running it (it automatically changed to windowed mode), then quitting and setting fullscreen in Prefs.ini, surprised this problem stil exists but at least it's a simple, albeit stupid, fix.

Thank you! Setting the resolution in Prefs.ini worked for me, I hope it still works if I make it a bit less than native... for native 1080 still cuts off the edges. Either way, at least I can play now.
