The System cannot find the file specified (game won't launch/start)

title say's it all - game won't start and gives "WindowsError" message.

I've tried uninstalling & reinstalling, deleting all local files, verifying the game files, changing the "beta" options and running as administrator. I'm at a loss as to what to try next.

I have a completely fresh install now, all mods unsubscribed, and beta options set to "original" and it still gives the same error message.

The game is installed to my C: drive under steam/steamapps/common/

Any suggestions?

I tried something and now things work...so...i suppose it was a solution. I'm not sure if it was actually what fixed the problem (I tried so many things). BUT....

1) I ran Steam as an Administrator
2) I unsubscribed from all mods
3) I uninstalled the program
4) I quit steam
5) I started steam as an admin again
6) reinstalled the game (no mods)
7) quit steam again
8) started steam as Admin (again)
9) ran game....

I believe at some point in the process the game updated (I saw activity in the downloads manager in steam) - i think after part 8 (??)

and it works now. So....that worked for me - YMMV - but i hope it works for you as well.

I found that my PC was preventing the game from accessing the files, and had to go into Windows Security to grant it explicit permission
