Hardly my idea of entertainment, but whatever floats people's boats.
Banished suffers from the same problem. No end game.
Well, yeah, it's a given with games like these. Sim City, Black & White, Dwarf Fortress, whichever flavour of sandbox society-building simulator you choose, it will always reach the point where there is no more room for obvious improvements, and no more fires to extinguish.
That said, Democracy 3 reaches that point far too soon for my liking. Sim City gives you a lot of room to keep improving stuff, Black and White at least has a single player campaign to provide you with some context and goals, and Dwarf Fortress constantly sets stuff on fire and then hands you a flamethrower to fix things with.
6/10 for Democracy 3. Cool idea, pretty well executed, but creating the world's best nation really should take a little longer, even at the discounted price.
It is nowhere near as good as the reviews led me to believe, I've got everybody happy, and just keep hitting the next button. Nice idea, nice original (well, I've not seen anything like it) interface, but kinda .... blah
There is a turn limit. The term limit. At the start of a game you can set the length of your term and how many terms you can run for. If you run without a term limit then you are essentially choosing to play "Endless" mode.

Is there a final score?
It's a simulation. Don't just try to make all your bars green, experiment with different types of governance. Go full bore capitalism, create a theocratic state. Experiment with mods, they can dramatically change the way the game plays out. And when you've mastered a technique, try adjusting the difficulty to make it harder for yourself.
If you're winning too quickly, then you need to turn the difficulty up. If you don't do that, then that's not the game's fault; it gives you multiple ways of making things harder for you.
There's also a "Compass" on the Title Menu that will show you where your playthroughs have landed on a Capitalist - Socialist and Liberal - Conservative scale.
