Turned off full screen, now I can't play

So I'm playing on a 720p projector and the game doesn't have that resolution. This is rare but it's not the first time it happened. I tried to turn off full screen while still in 1080p resolution, thinking it would downscale it in the window, but I was wrong. So now some of the content of the window is offscreen, including the button to turn on fullscreen again, and the apply button. Not only that but the mouse doesn't even go out of the screen bounds, so I can't even try to click it blindly. Also, the keyboard doesn't work on this screen, so that's not an option either.

So how do I fix this? I tried looking at the game files but I can't find an ini file with the resolution settings in it.

Nevermind. I found the file; for future reference, it's: "My Documents\My Games\democracy3\prefs.ini"

I was looking at the game files under "Program Files".
