I love it.
Look at your demographics and find the biggest one, and the least happy one, and find every single thing to agitate both, while in general exacerbating all problems. I'd guess it would take... maybe 3 to 5 turns to get dead quick, though it's still RNG to an extent if an attempt is made at all, and even more RNG if it succeeds.
This is my suggestion.
Times I played what I done was well lower taxes and make things better with basic services ha seems a good way to do so.
