If you mean a program helping you to increase your stats, then there's no point in searching, as the game mechanics allow raising stats only at level ups. It's different with skills, but I somehow doubt that people developed those kind of automatic helpers back in 2000. There might be some sort of ingame editors around, if you want to use that kind of cheating.
Also: If you want to build stamina, raise Vitality. Your gadgeteer does not need strength, unless maybe to help him carry all those heavy gadgets.
Or you could spend time playing the game and leveling up your characters normally, otherwise why even bother playing?

However, cheating is not its only purpose. All it does is flip a single bit in game's memory to unlock its debug menu - the rest exists within the game itself. Which is why it probably doesn't work with v1.2.4 - there's simply no such thing in the game anymore.
It's actually a cool little thing if you can get your hands on v1.0 copy. For example, I used it create a death squad, give it the best items, teleport to middle of the Swamp, disable random spawners and then proceed to spawn tons of monsters, turn some of them to my side and see who lives to see the end of it :)
That way I got a taste of a great many things I've never seen during my playthroughs. For example, Souldrinker and PeeWee being on *your* side. Addmitedly stupid kind of fun, but to each his own, right? :)
