If you want one portal destination in Arnika, and another destination in the T'Rang base, you will need two characters who can cast the Set/Return portal spells.
For a second teleporter, if the party has one, there is using a teleporter to mark where the party is currently adventuring. This gives freedom of accessing essentially the whole map if needed without losing one's "place".
Extra teleporters (max one per caster) can be placed for convenience at various vendors like Ferro and, earlier than that, Bela (who, not being a great source of ammo, is no longer needed as soon as you have as many copies as your party desires of what she carries).
I used to place one by the Trynton fountain, for unlimited (but hex annoying) mana, but no longer do so, preferring to sleep if mana restoration is needed. If up to their neck in gators or whatever on Ascension Peak, the party will sometimes teleport to the teleportal at the Trang 4-Way and sleep there before teleporting back to wherever the party was. That is only rarely needed in my games. Once the "hound" buff is obtained there is very little risk in sleeping in dangerous areas (if on good ground for a fight).
The spell is a Level 5 spell that requires Level 11 and sufficient school skill for specialist casters and Level 15 and sufficient skill for hybrids. As Zergs said it is one teleportal per caster. Neither Bard nor Gadgeteer can get the spell. It is only spell casters.
