there's an editor in there, i didn't download it, but the link leads to a download subroutine, so i'm guessing at least you get something, whether that works i can't say.
It has the portrait editor tool yes, that's one part of the equation. It is however missing the information for how to create portrait files correctly (They need to be a specific format (tga) a specific bit depth, a specific resolution and apparently a specific filesize, I have no idea how to deal with the last one)

Include "non-animated specification" - you can turn off checkbox "animate" while creating portrait
That's a good find, I might look into that tool :)
