Alright then, here’s a challenge:
Pick a party (and size) but never wear armor or use weapons. Just put up your dukes 😋 I know, people would just go with ninja and/or monk. But I am curious as to how strong a fighter would be with continuous bare knuckle brawling.
Issue with the bare handed fighter is he cannot build weapon skill, contrary to Ninjas and Monks. So I would expect his chance to hit becomes too low to take down anything.
duo of monk and ninja is probably the best bet. They cannot wear good armor anyway, except the robes of rejuvenation for the monk, martial arts is good enough, they both have stealth, and their capabilities complement nicely: They have heal, stamina, elemental + soul shield, identify, knockknock and divine trap, detect secrets, haste, an elemental. The ninja has locks and traps, even pickpocket. So this "nude combo" can do anything and go anywhere required by the game. On top the passive damage of Ring of Fire and Razor Cloak, I would expect this to be a very nice game.

It is a little bit cheesy at the start, but no bug exploits :)
Anyway, he’s level 13 now. Wielding the Bipennis, he was training with dual axes. Even under haste, he still does only two attacks per round sometimes just one!?
Any insight?
For dual wield, there is an additional malus explained by biogoo in another post in this forum, around begin 2018.
Basically:
Additional DEX + SPD, temporary from spells (Haste and Superman) -> more attacks
Higher Level -> More attacks
Fighter classes get additional attacks earlier than rogue classes earlier than caster classes.
Higher close combat and weapon skill -> More attacks
Dual wield -> Less attacks, unless compensated by DW skill
Weapon initiative plays a role in number of swings per attack, not number of attacks, as Azerit stated. It also plays a role in the sequence when you attack.
Look at the formulas, build yourself a small spreadsheet in excel, how far you are away from that second/third attack or swing. Maximum is 3 attacks in main and 2 off-hand. Some weapons, eg Bloodlust and 2-/3X-Bows, have additional attacks on top.
You will get a second / third attack in each round, the number of swings per attack is random.

Woodman's Axe can be used by Fighter and Ranger.
The highest Plant monster is the L11 version of the Rank Weed.
There are Wood Spirits in that category, and wood spirits show up as late as AP. Would be an interesting test, but in any case, Axes are the most unbalanced weapon:
Low initiative, no status effects (except for 2 late game weapons), short range, mediocre damage, not available as class bonus and no good sequence in char development.
