My complaint comes before the rocket even becomes available. So, no, not a solution just not a well balanced game mode.
It's VERY rare to get in to A PVP fight within the first few minutes unless you actively search for it since people are hunting for loot and PVPing gives nothing at that point, plus you are low on ammunition and using low grade gear.

But yeah, I haven't dealt with that situation yet, the few times I did that mode it's pve for 5~10mins, maybe see another player, kill them and the rest escape. I have seen people abusing the beam autocannon tho, pretty much forces you to use them too.
Instead we found people camping extract A and overall just doing something dumb.
Deleted them pretty fast since they had no awareness of what they were doing.
But all of my matches, I've managed to drop down the first extract rocket before the enemy has engaged us or we have engaged them.
