It's really hard to time the first few parries when a slight uptick means he's suddenly 'teleported' a Box around you or when your inputs get eaten :(
But If you do get that first parry in, and you're not in the box, just a bit of good timing and cooldown watching can stun loop him to death.
Basically suffers from "Dev Balancing" where they balance it around people that have an understanding of how the systems all work well beyond the basic descriptions. Sure the missions technically teach you what you need for it, but they leave out some extremely important details.
For anyone still struggling with this. Your goal is to parry Welkin to death. Immediately close the distance to get Welkin to start trying to melee you. Now the next important bit is to shield about 3x earlier than you think you'll need to. The parry window is super generous if you're early, but there's some delay in inputs and Welkin will rush you the moment you step into their dash range. That combined with their flash interrupting you before they actually reach, means if you're getting hit and dying, it's because you blocked way too late.
After the first parry, you'll probably get hit by the discs and get staggered. You need to boost cancel out of this, then immediately parry Welkin again. Once you get this, you basically just parry every time your counter attack animation finishes, until you win. Keep the chain going and it's easy. Lose the rhythm and it can be hard to recover, but there usually won't be a box to keep you locked down if you get the first engagement won.
One other important detail, you can shield in the middle of other animations. If you press shield during your counter attack, it'll go up and eat up your parry window. So careful not to waste all your parry time while Welkin is stunned.

Yeah once you do it, you realize how easy and cheesy it is and it just clicks.
Basically just parry spamming and lock Welkin into a melee attack-parried-attack again
