I don't know what version of Exteel you got but I'm pretty sure Exteel had/added PVE that I played with others from time to time. Not the greatest PVE but it certainly didn't make Exteel PURELY pvp.
Also I'm more in the belief it was due to them lagging behind when it comes to adding content. Paid or otherwise.
Armored core 6 though a great mech game with both Singleplayer and pvp and though not exactly dead sure isn't thriving. Although admittedly if it had actual coop it might have helped just a little.
You're right, it had PvE, it was called Last Stand. I remember that double rockets was the most common build there.
