Wil's Departure first digger?

Various guides on internet mentions to "Talk to the girl in the bottom part of the map. (Random chance of appearing.)" but who is this about? The girl who keeps running back and forth and mentioning that ruins and digging is weird or something?

I think it's determined by RNG when the scene loads in. You have to talk to her before you meet with Narcisse and Cordelia in the pub. She'll ask if you're free or something like that. Pick the first option saying you have a lot of free time, and she'll either give you the digger or tell you to go get a job.

If she says go get a job, go into the item shop and exit, then try again.

Whelp, looks like I missed her as I recruited the team and grinded for 4 hours in the ruins lol. Guess I'll recruit her in NG+. Thanks for the pointers!

She's not random she's always there, it's just that shes starts bottom far right of the scene

To clarify, I meant RNG as in sometimes she gives it to you and other times she won't.
