Some quick Googling yields the Saturn can display between 320×224 and 704×224.
The ST-V is 15khz, which I think comes out to 320x240. I might be very wrong here, I'm not familiar with arcade architecture.
Aspect ratio is not quite about angles.
Probably it's a mistranslation, but otherwise, it sounded like it meant an angled camera, like Silpheed, or Axelay perspectives. Or that slightly angled mode in R-Type Dimensions (in 3D mode) where you can either view the game straight, or rotate POV slightly to left, and change it on the go.
But I wouldn't count on anything like this, also because graphics are 2D, so there would be a limit on how much you could angle before everything starts screaming "flat".

Even yesterday on Live Wire's recent tweet showcasing the new aspect-ratio option in action, the tweet mentions "aspect-ratio" (according to Google Translate), not "viewing angle".

EDIT: Examined the arcade version on MAME and it also reports the pixel aspect-ratio is 11:7.
