If possible, I would like to play this with keyboad arrows + [SDVZ], unsing combinations of 3 keys for all 6 shots + 1 "bomb" attack, if that was how it was implemented, not sure.
My guess is that the whole keyboard issue with RS might have to do ghosting (ZSDV generally avoids that), and using more keys could cause issues.
I own both an original Saturn pad and an old SLS (Sega Logistics Service) Saturn USB pad, and I find the Retro-bit one very close to them (perhaps a bit squishier, but still precise and comfortable).
The SLS version is my favorite, but it connects through DInput, while Retro-bit can use Xinput (you need to hold Start+B for 5s to enable it), which is a little more convenient for PC gaming.

I also have a Qanba arcade stick, it has a Sanwa JLF with an octa gate, 1mm oversize actuator and 2lb spring, this is my main, had it since the 360 for the import shooters.
I really like the dpad on the PS5 Dual Sense which gets quite a lot of use.
For Radiant Silvergun I always preferred a six button layout with each weapon assigned to the buttons, works brilliantly and it's how I played it on the Saturn.
