Distributor not showing up

I dont know why or how, but I have yet to meet any distributors after the update, despite me being in 2nd warehouse(2nd in 1st zone) and having 10 workers to constantly keep my 700 dealer level going. Any explanation on how to get them to pop up, or if I should just restart and try again?

When you check the real estate map are they there? If they are then you either have to wait it out and just make more product or its bugged and you have to restart.

Most likely bugged then, I got whole cannabis tech tree unlocked, have bailed out my dealers but neither distributor nor police have shown
