From what I remember: enemies that had been hidden when that cheat was activated are just not attackable this way (mouse doesn't change to a sword), even if you move close enough that they would be visible without the cheat.
My guess is that lifiting/unlifting the fog of war is strongly tied to how the game changes the mouse-over behaviour. Apparently, enabling the cheat doesn't trigger such a change by itself, but once the cheat is enabled there is no fog of war that could ever be lifted, so the change in mouse behaviour simply can't trigger anymore.
Assuming that this is indeed what's causing your issue, here's how you can deal with it (and still using the reveal cheat):
