The multiplayer isn't very well designed in that sense; there isn't much reason to engage with it until you finish the story and unlock everything and that's a good 60 or so hours to get through first.
Also yeah, 1h in is probably too early for multiplayer anyway
PvP should be a bonus, not the goal. Especially when said game requires you to play at least part of the single player before you do the PvP.
The Single Player story and the CO-OP missions are the main draw as thats where you get the good parts.
If you bought MMW for the PVP, you bought the wrong game.
If you want a PVP game, go play a CoD game.
