The developer for this game has tweeted/retweeted things on his personal Twitter account as recently as a couple of weeks ago (which is months after the comment you're talking about where the person claims he committed suicide).
Edit: You can even see in their post history that they've been active on the forums here within the last month: http://steamcommunity.com/id/luckypause/posthistory/

R.I.P.
But she seems like the dev of the other Homesick game. Not Lucky Pause, the dev of this game.
After looking at the trailer I came to the conclusion this wasn't made by someone with mental health issues.
I might even buy it!

KnowYourMeme covers a lot of events other than memes, and this is how I heard about the incident. If you look on their page, you'll see that the trailer is the same one as this game has currently on the storefront. (viewing the trailer on YouTube shows that it was also uploaded by Lucky Pause)
Apparently she was trying to make a political statement towards the American mental health system or something, but I think that we can all agree that she must have lost her mind near the end because you have to be horribly miserable to even consider committing suicide. She must have seen it as the only way out of a miserable existence since she felt that there were no options left. At least she didn't kill a bunch of people while setting herself on fire.
No, its not her. Whoever wrote that article just googled homesick and threw down the first link they could find. The Homesick Chloe made is a 2D horror game. Not this one.

well that's my mistake then, you ought to tell whoever wrote the article i found that their information is wrong then.
