Do you have any facts about this? From my experience there are only 2 brackets: white/low single digit gearscore and everything else. If you have some greens on you can and will face blue/purple enemies in casual. Faced them multiple times myself.
Basically do not wear anything until your gear is so good you can match the people hunting lowbies with best gear. Very fun.
I play a lot of full green/blue lobbies in casual and not a single time have I seen a really out of place “full purple” player. Yes, people often bring 1-3 purples, but they are mostly said heirlooms, sometimes 1-2 real ones but then some other pieces are grey.
Also no one who claimed to meet “purple people stomping casual lobbies” provided footage of that, I’d be sure when you actually watch them they simply had a purple heirloom weapon which people see in the killfeed and immediately complain in the forums.
So the people are now lying? Sure you are free to believe it, but it wont help the player numbers or the many bad reviews. You cannot prove what the brackets are but the other side is obviously lying. Ok.
I can't say for sure, I don't know what system is in place, but I'm definitely not experiencing what others seem to be. I've done "Zero to Heroes" basically, starting in Greys and just equipping what I find. I played for 9+ hours the other day specifically to see what would happen, on my DK. I went from Greys to a Mix of Blues and Greens and never saw any crazy disparity in Gear Score, maybe 10 or so Levels. Saw the occasional purple, a few blues, but never anyone like these claims of being "Fully purple and legendaries" or any gear score remotely close to 43, hell, I barely saw any close to 30. I do hope the devs publicly address it soon at the very least to maybe give some peace of mind.
I also wish people would bring forth some "evidence" of this stuff, just so we can see it is a legitimate issue and not just frustration, emotionally charge responses, being in the wrong queue etc. There rarely seems to be all of that info in these claims.
This is just 100% untrue. I wear plenty of gear, green,s blues, purples. I have 0 issues. Don't listen to the fear mongering.

Why are you so quick to jump to conclusions which aren’t even based on any facts?
I simply stated my experience and offered a possible explanation to why people see purples in their lobbies when they might actually be far from “real purples”.
Feel free to provide some footage, I’ve asked it several times when people talked about “full purples in casual” because that is not my experience at all and thus far, no one provided such footage.
So again, not saying anyone is lying, but maybe misinterpreting the killfeed for example.
Honestly, in my experience so far, if you're new and want to learn, stick to wearing all grey/white gear. Keep your Gear Score 0, anything you loot, you can wear in that Raid, but try and hang on to those whites/greys as well, to switch back to after, and sell off all the greens or whatever. If they're good for you, save them for later is also an option. What I've noticed with grey/white/0 Gear Score lobbies, is they also fire at 6 or 7 players and usually never more and not filling to the standard cap of 15 or 16, I forget which. So there's usually less players and I've NEVER seen anyone in crazy gear, outside of what they might get lucky and loot in that specific raid. I always do this on a new class, just to get used to it. Gives a bit more freedom to learn.
You deny others responses and ask for proof but you cant bring anything to the table yourself. You say you never had it happen. Sure can be. Never had cancer myself but I would not dare to say that it does not exist. Mean example but this argumentation is beyond flawed. If there were clear gearscore brackets, people would know about it in detail by now, but somehow nobody seems to have any numbers. You do you.
